CFPC concerned about the introduction of mandatory co-payments under the IFHP

The College of Family Physicians of Canada (CFPC) is concerned about the introduction of mandatory co-payments under the Interim Federal Health Program (IFHP), effective May 1, 2026.

Family physicians witness first-hand how even modest financial barriers—such as a $4 prescription fee or 30 per cent cost-sharing for urgent dental care—can lead to deferred care and worsened health outcomes for refugees and asylum seekers. This population often arrives with complex health needs and significant financial instability.

While the federal government cites “program sustainability,” the CFPC asserts that true sustainability is achieved through early intervention and equitable access. Shifting costs onto vulnerable people risks overwhelming primary care and emergency services when manageable conditions escalate due to unaffordable supplemental care. We urge the Government of Canada to reconsider these measures to ensure that no one is forced to choose between basic necessities and prescription drugs, dental care or mental health counselling.
