The CFPC’s response to Quebec’s Bill 2

2025-10-28

The College of Family Physicians of Canada (CFPC) is appalled with the Coalition Avenir Québec (CAQ) government for their authoritarian legislation, words, and actions leveled at Quebec’s physicians.

Bill 2, rammed through the National Assembly by the CAQ this past weekend after an all-night sitting and using closure on legislation for the eighth time to end debate, means that doctors are worse off and so are patients.

The Quebec government has not listened to concerns about too much paperwork and insufficient pay for family doctors, all while demanding unattainable targets that will simply break physicians and make things worse for Quebecers. This adds up to deepening the crisis in primary care.

Further, this law financially punishes anyone who speaks out against the government’s autocratic powers over physicians and the health care system.

The unremitting attacks on Quebec physicians must cease. We are well past concern, dismay, and frustration. Premier Legault's CAQ government has shown nothing but disrespect for Quebec's doctors and patients are the collateral damage.

The Quebec government has no plan for the future of health care, using a legislative sledgehammer rather than consult and negotiate with hard-working family doctors.

Family doctors want to care for their patients—they need support, but this government has once again resorted to punishment and threats to get its way.

The CFPC supports the Collège québécois des médecins de famille (CQMF), the Fédération des médecins omnipraticiens du Québec (FMOQ), and other organizations in their efforts to denounce this law. We encourage all Quebecers to stand up for fair and sustainable health care. The CFPC stands with you.
