2025 Health Ministers Meeting: National health organizations push for action on primary care

(Halifax, NS) – The College of Family Physicians of Canada (CFPC), Canadian Medical Association (CMA), Canadian Federation of Nurses Unions (CFNU), and Canadian Nurses Association (CNA) came together to meet with federal, provincial, and territorial (FPT) health ministers to address critical priorities in health care.

The event, featuring a reception and breakfast, emphasized the need for immediate action to improve health care delivery following the completion of the 2024 FPT bilateral agreements. Key priorities included improving access to primary and emergency care, advancing team-based care, and improving work conditions.

CFPC representatives Dr. Michael Allan (Executive Director and Chief Executive Officer) and Dr. Carrie Bernard (President) reinforced the critical role of family physicians as the foundation of Canada’s health care system. They emphasized the following priorities to strengthen family medicine:
  • Ensure fair and equitable compensation for family doctors, reflecting the foundational services they provide
  • Reduce administrative burden by addressing issues such as paperwork (e.g., Disability Tax Credit form, sick notes requirements) and referral processes
  • Implement team-based care as the main model of primary care across the country, making sure that family doctors are supported by well-integrated teams of health professionals
  • Support early-career family doctors by delaying federal/provincial/territorial medical student loan repayments to five years post-residency
  • Bolster workforce of internationally educated family physicians by expanding family medicine residency training spots, Practice Ready Assessments, and funding CFPC efforts to streamline certification of internationally trained physicians
The CFPC remains committed to working with FPT governments to deliver tangible improvements to Canada’s health care system. At a time when six million in Canada don’t have a family doctor, a better supported family physician workforce is key to enhanced outcomes for Canadian patients.
